England are now playing Australia on 7 November instead of Fiji.  Together with Argentina on 14 November and NZ on 21 November.  The three games make up the Autumn Internationals.

Law Amendments 2009

The International Rugby Board (iRB) Council has ratified recommendations made by the iRB Rugby Committee and approved 10 of the 13 global Experimental Law Variations (ELVs) for adoption into the Laws of the Game.  The recommendations were unanimously approved and the integrated set of Laws is to be implemented globally from 23rd May 2009 or from the start of the next domestic season where competitions transcend the implementation date.  The new Laws will apply to all domestic rugby in England with effect from 1st June 2009.  By this time, all domestic competition, including the County Championship, will have concluded.

In addition to the suite of global ELVs, three Union-specific ELVs were also approved for integration into Law. These include the ability for a Union to implement a maximum 15-minute half time in matches under its jurisdiction.

As a consequence, the 2009 Law Book has now been rewritten and can be viewed at http://www.irb.com/lawregulations/laws/index.html

Appendix 1 - Law Amendments 2009

1.         ELVs Adopted into Law

The following ELVs are to be adopted into Law:

Law 6 – Assistant Referees able to assist Referees in any way the Referee requires


Law 19 – If a team puts the ball back in their own 22 and the ball is subsequently kicked directly into touch there is no gain in ground


Law 19 – A quick throw may be thrown in straight or towards the throwing team’s goal line


Law 19 – The receiver at the lineout must be two metres back away from the lineout


Law 19 – The player who is in opposition to the player throwing in the ball must stand in the area between the five metre line and touch line and must be two metres from the line of touch and at least two metres from the lineout


Law 19 – Lineout players may pre-grip a jumper before the ball is thrown in


Law 19 – The lifting of lineout jumpers is permitted


Law 20 – Introduction of an offside line five metres behind the hindmost feet of the Scrum


Law 20 – Scrum half offside line at the Scrum


Law 20 – The corner posts are no longer considered to be touch in goal except when the ball is grounded against the post

2.         Union-specific ELVs approved by Council

a)      Unions may implement rolling substitutions at defined levels of the Game

 

b)      A Union having jurisdiction over a Game may implement a half time interval of not more than 15 minutes, but not at international level

 

c)      A Union may implement the Under 19 Scrum Law Variation at a defined level of the Game under its jurisdiction

Law 19.7 Forming a Lineout

 (f) Player between touch and 5 metres. The team not throwing in must have a player standing between the touch line and the 5 metre line on that team’s line of touch when the lineout is formed. That player must stand at least two metres from the five metre line.

Clarification has been sought by the RFU match officials from the iRB with regard to Law 19.7

The outcome of the clarification confirmed that the direct opponent of the player throwing the ball into the lineout must take up a position at least two metres from the five metre line and he is permitted to stand between his team’s lineout and his team’s 10 metre off side line.  The present interpretation clearly states the direct opponent of the player throwing the ball into the line has to remain in a position close to line of touch.

With effect from Round 1 of the EDF competition, which commences on Friday 3rd October the RFU shall be instructing their officials to implement the iRB’s latest clarification in line with all European Unions.

Interpretations up for discussion;

As usual this is still unclear, this interpretation sounds as if you can have 2 scrum halves  one being the hooker, I will ask the question.

About as clear as mud but does the clarification not mean that what used to
be "in a position close to line of touch" now means somewhere between 0
metres and 3 metres from the touch line and also anywhere from his team's
lineout to his team's 10 metre off side line?

That is my interpretation.  I think....
 
What if we use modern technology then:-
 
Using GPS we have thrower at point 0,0 assuming he or she is on touch line and not behind.
 
The opposition hooker (but of course it does not have to be the hooker) can be level with line of ball coming into the line out from 0 to 3m away across the pitch and from 0 to 10 m away going back from offside line formed by ball.  Or is it the line of his receivers?  So okay to be between 0,0 and 0 to +_ 3 / 0 to -10
 
Blow it, ask the ref!

I am proud to announce that after 2 years hard work our flood lights at the  WDF school were turned on  last night .
This will give the club  a class 3 RFU approved  flood lit training area of approx 35m x 70m  .Thanks to everybody at the Club and the School for their help in making this project  finally happen.

CHELMSFORD BOROUGH COUNCIL

CONDITIONS OF USE FOR PAVILIONS/CHANGING ROOMS/FACILITIES

1. Although Chelmsford Borough Council has for the last few years operated a “No Smoking” policy within its buildings, from 1st April 2007 NO SMOKING will be permitted in

the pavilions and changing rooms, hallways, or indeed at the entrances and exits of our buildings. Failure to comply with this condition, will result in the immediate withdrawal

of future facilities for your club.

2. Alcohol is not permitted in Council buildings.

3. Boots must be removed at the entrance of the building and should not be cleaned within the building. Boots and other excessively muddy clothing should not be washed or shaken off in the building, sinks or showers.

4. Any damage other than normal minor wear will not be accepted.

5. Whereas a certain amount of dirt, dust, mud or other debris is expected within the context of sport, excessive mud or dirt marks on the floors, walls or ceilings is not permitted.

6. Chelmsford Borough Council will not accept poor/inadequate standards of

behavior, language and attitude towards other users, the public or our staff.

7.  Clubs hiring our pitches/facilities will be held responsible for the behavior of their

visiting team, all conditions of use apply.

8. No users are to display flags, signs, etc., without prior permission from the Sports Booking office at Parks and Heritage Services, Chelmsford Borough Council.

9. Adequate parking for the use of our facilities is provided, users must ensure they

use this parking facility and should refrain from parking along adjoining residential

roads.

10. If a user has organised and agreed with Chelmsford Borough Council to use a

pavilion/park for a special sports event, the organiser must ensure adequate

marshalling along the adjoining residential roads/car parks to facilitate courteous

and responsible parking. They must also ensure any litter due to their event is

cleared and taken away.

11. Litter bins have been provided to take waste produced as a result of normal

sports use. Users should ensure they remove litter from the pitches and sports

pavilion after use.

13. It is the responsibility of the club to ensure that all its members are made aware

of our conditions of use and any breech of these conditions may result in further

bookings being withheld. Usage of the facilities is strictly monitored by our resident

caretakers and any misuse will be recorded and may result in the person(s)/club(s)/organisation(s) being refused further bookings.

Any costs relating to damage or misuse will be recovered by Chelmsford

Borough Council.
