CSO & SPYP Courses

There are 5 courses available over March and April - please liaise with Gary Croker

1 CSO course - this is for Club Safeguarding officers

2 SPYP courses - these are for coaches, staff etc that are going to come into contact with the children or are involved with the children at your club.

April

1 CSO course - if needed

1 or 2 SPYP courses - dependent on the demand for the CSO course.

If any of you are interested then i need to know venues and dates so i can confirm them with Alexis.

Subject: CRB Renewals

Dear All,

As I'm sure you are aware all CRB disclosures obtained through the RFU are valid for 3 years. In order to remain "CRB cleared" on our system individuals will need to complete a fresh application form, have their ID verified and then returned for processing to Twickenham. 

The reason for this email is to advise you that over the past couple of months we have received an extremely high volume of application forms to process. As such our normal Renewal process has fallen behind somewhat. 

Renewal letters and CRB application forms will be sent in the near future to all relevant individuals, however it may be a wise move to check your club's CRB status report (or advise your Club Safeguarding Officer to do so) and ask anyone whose disclosure is about to expire to complete a fresh application directly.

RBS 6 nations games next year.  We have received our allocation for the Wales and Ireland games at Twickenham.  The games are as follows:
 
England v Wales      Saturday 6 February 2010
England v Ireland      Saturday 27 February 2010

England are now playing Australia on 7 November instead of Fiji.  Together with Argentina on 14 November and NZ on 21 November.  The three games make up the Autumn Internationals.

£3000 OR MORE IS MISSING FROM SWF RUFC ACCOUNTS!

 

Last season we as a club lost income by way of some £3000 because not all players paid their annual membership and match fees. Clearly not a position that we can afford or tolerate. Our thanks firstly to those who did pay their dues last season on time or by standing order.

 

Non payment is not fair to those who have paid nor to others in the club by way of juniors, youth, ladies and non playing members whose membership and subs have been paid correctly. It is not for some of you to enjoy your rugby at the expense of others.

 

The committee appreciate that there may be a few cases of real hardship but in the main it is you chaps who are not responding to requests for payments from the committee, the membership secretary – Roy Higgs or team captains. You know who you are. Do we as a club publicise your failing? We might!

 

You should be aware that by paying your membership you ensure that you benefit from the insurance arrangements of the RFU and you also join the RSSP hence are able to enjoy the clubhouse and bar.

 

Some may ask where does our money go? We can tell you that each home senior fixture alone, including meal and referee, costs the club around £130. Pitch hire costs went up 5% this year! In addition we have in recent years introduced better (and paid) coaching for seniors, a physio, new scrummaging kit, flood lights and training pitches over at WdF school. All these cost money and without the support of our sponsors, the VP's and the RSSP we would be in serious financial difficulty.

 

The situation must change so if any player has not signed up to the payment via the bank (£204 at 12 x £17), paid cash or cheque for the full season (£170) or committed to payment by paying the membership element at £50 and then agreeing to pay match fees (£10) on the day of the fixture then that player will have no RFU insurance protection and will be barred from the use of the clubhouse and bar. Your Captain may select you - but the RSSP will not, because it is a members only club, serve or welcome you.

 

Membership and subs for 2009-10 are to be as follows:-

 

a) payment by cash or cheque pre 01 September 2009, remains at £170 for the season - includes RSSP membership, match subs and SWF RUFC membership. Registration day- Saturday 15 August at midday.

b) completion of a standing order or direct debit by same date with staggered payments totalling £204

c) for the infrequent/occasional second, third or vet team players, payment of membership dues alone by cash or cheque in sum of £50 before 01 September 2009 and a commitment that match fees will be paid in advance at £10 per match. Pay before you play!

 

RSSP/club membership cards are being produced which will show that a player has complied with the above. Team captains/administrators are to be provided with team sheets for completion and return to Roy Higgs each week with any individual match fees recorded as received.

 

Those who have still not yet paid up fully for the 2008-9 season will be receiving a word from the committee unless payment of monies long overdue is with Roy Higgs by 15 August 2009.

 

Bona fide students remain at 50% of above. Colts will stay as youth members until their 19th birthdays.

Law Amendments 2009

The International Rugby Board (iRB) Council has ratified recommendations made by the iRB Rugby Committee and approved 10 of the 13 global Experimental Law Variations (ELVs) for adoption into the Laws of the Game.  The recommendations were unanimously approved and the integrated set of Laws is to be implemented globally from 23rd May 2009 or from the start of the next domestic season where competitions transcend the implementation date.  The new Laws will apply to all domestic rugby in England with effect from 1st June 2009.  By this time, all domestic competition, including the County Championship, will have concluded.

In addition to the suite of global ELVs, three Union-specific ELVs were also approved for integration into Law. These include the ability for a Union to implement a maximum 15-minute half time in matches under its jurisdiction.

Appendix 1 - Law Amendments 2009

1.         ELVs Adopted into Law

The following ELVs are to be adopted into Law:

Law 6 – Assistant Referees able to assist Referees in any way the Referee requires


Law 19 – If a team puts the ball back in their own 22 and the ball is subsequently kicked directly into touch there is no gain in ground


Law 19 – A quick throw may be thrown in straight or towards the throwing team’s goal line


Law 19 – The receiver at the lineout must be two metres back away from the lineout


Law 19 – The player who is in opposition to the player throwing in the ball must stand in the area between the five metre line and touch line and must be two metres from the line of touch and at least two metres from the lineout


Law 19 – Lineout players may pre-grip a jumper before the ball is thrown in


Law 19 – The lifting of lineout jumpers is permitted


Law 20 – Introduction of an offside line five metres behind the hindmost feet of the Scrum


Law 20 – Scrum half offside line at the Scrum


Law 20 – The corner posts are no longer considered to be touch in goal except when the ball is grounded against the post

2.         Union-specific ELVs approved by Council

a)      Unions may implement rolling substitutions at defined levels of the Game

 

b)      A Union having jurisdiction over a Game may implement a half time interval of not more than 15 minutes, but not at international level

 

c)      A Union may implement the Under 19 Scrum Law Variation at a defined level of the Game under its jurisdiction

CHELMSFORD BOROUGH COUNCIL

CONDITIONS OF USE FOR PAVILIONS/CHANGING ROOMS/FACILITIES

1. Although Chelmsford Borough Council has for the last few years operated a “No Smoking” policy within its buildings, from 1st April 2007 NO SMOKING will be permitted in

the pavilions and changing rooms, hallways, or indeed at the entrances and exits of our buildings. Failure to comply with this condition, will result in the immediate withdrawal

of future facilities for your club.

2. Alcohol is not permitted in Council buildings.

3. Boots must be removed at the entrance of the building and should not be cleaned within the building. Boots and other excessively muddy clothing should not be washed or shaken off in the building, sinks or showers.

4. Any damage other than normal minor wear will not be accepted.

5. Whereas a certain amount of dirt, dust, mud or other debris is expected within the context of sport, excessive mud or dirt marks on the floors, walls or ceilings is not permitted.

6. Chelmsford Borough Council will not accept poor/inadequate standards of

behavior, language and attitude towards other users, the public or our staff.

7.  Clubs hiring our pitches/facilities will be held responsible for the behavior of their

visiting team, all conditions of use apply.

8. No users are to display flags, signs, etc., without prior permission from the Sports Booking office at Parks and Heritage Services, Chelmsford Borough Council.

9. Adequate parking for the use of our facilities is provided, users must ensure they

use this parking facility and should refrain from parking along adjoining residential

roads.

10. If a user has organised and agreed with Chelmsford Borough Council to use a

pavilion/park for a special sports event, the organiser must ensure adequate

marshalling along the adjoining residential roads/car parks to facilitate courteous

and responsible parking. They must also ensure any litter due to their event is

cleared and taken away.

11. Litter bins have been provided to take waste produced as a result of normal

sports use. Users should ensure they remove litter from the pitches and sports

pavilion after use.

13. It is the responsibility of the club to ensure that all its members are made aware

of our conditions of use and any breech of these conditions may result in further

bookings being withheld. Usage of the facilities is strictly monitored by our resident

caretakers and any misuse will be recorded and may result in the person(s)/club(s)/organisation(s) being refused further bookings.

Any costs relating to damage or misuse will be recovered by Chelmsford

Borough Council.
